The Borough of Moonachie has adopted the Fair and Open Process of the Pay-to-Play Law (N.J.S.A. 19:44A-20a, et seq.) in its request for proposals and awarding goods and services contracts with an annual value in excess of $17,500.  Proposals will be evaluated by the governing body of the Borough of Moonachie on the basis of the most advantageous, price and other factors considers.  The evaluation will consider:

1. Experience and reputation in the field;
2. Knowledge of the community and the subject matter to be addressed under the contract;
3. Availability to accommodate any required meetings;
4. Compensation proposal;
5. Other factors if demonstrated to be in the best interest of the Borough

In addition to the above criteria, the Borough of Moonachie may consider the following criteria, where applicable, in order to evaluate the proposal:

1. Assurances of performance;
2. Vendor’s financial ability and strength to meet its obligations;
3. How the costs compare to other proposals;
4. If available, are suitable warranties and guarantees available

To this end the Borough of Moonachie is seeking proposals for the following:

Utility Bill Audit Services

1. An audit of the Borough’s Utility bills for water, electric & gas for the prior 14 months including evaluating the rates, amounts billed, utility meters and benchmarking for similar sized buildings
2. Preparation of a written detailed report on findings, recommendations and potential savings
3. Any other Services the town may require including but not limited to attendance at governing body meetings
4. A Minimum of two years of experience providing these services to municipalities
5. A minimum of three references from other municipalities of that have received these services

Proposals are due by Friday, June 17^th, 2022 by 2 P.M. and may be emailed to ssanyal@moonachie.us.  Proposals may also be mailed to the attention of the Clerk, 70 Moonachie Road, Moonachie, NJ 07074, but MUST be received prior to the scheduled time of proposal opening.  All envelopes should be clearly marked “Proposal for Services- Utility Bill Audit Services”.
